Is Managed Backup Exec server 2016 is compatible with Central Admin server(CAS) Backup Exec server 14?

No. Both servers must be of the same version. A CAS cannot manage a MMS of a higher version of BE

Upgrade your CASO to BE 16 and it will then manage the BE 14 server, but this is strictly for rolling upgrades. If you can, upgrade the CASO first, and then all other media servers to BE 16.
