Minimum to backup

In case of disaster recovery I am curious what is the minimum data to backup for servers? I have windows 2000 and 2003 servers.

Do I need to back up just the system state, and WINNT/Windows folders? Or should I include more. (Program files, ect..)

Or can I skip the windows directory since I will have to re-install the OS and apply SP/hotfixes anyway.

You should be talking full system state backup first.
