NT Backup file agent?

We have a site where they are backing up an SQL database with NT Backup and they say that Backup Exec will not backup the NT Backup files. Even though the licensed Backup Exec and the tape drive and the NT Backup files are all on the same server. Are we required to buy some kind of NT Backup file agent? It seems kind of out there for Backup Exec to block BKF files.

What OS is this server?
 
I've never heard of BackupExec skipping BKF files
Does BackupExec grab all the other files on this server?
Any error messages in either the Job log or the Event log?

It's Windows 2003 server.

The guy at the site is not very knowledgeable and I think talked to Symantec sales that just told him to get the SQL agent. I think he has some other tape drive or software issue. I just wanted to check here and see if anyone had heard of such a thing.

yeah for a hot backup he would need the SQL agent, but should be able to grab the BKF files with no problem
