Hey,
I have inherited an Exchange 2003 server with Exchange 2003 with all the latest updates and service packs.
I also have Backup Exec 9.1 with Exchange agent, and I have mailbox and public folders etc in my selection list. I do not have the information store though.
I have gone through things that I have found such as

and the account I am using (both logged in and as credentials for backup exec selections) as Administrator. Everything seems fine.
I have seen people talk of the ExAdmin dll's etc, and as far as I can tell this is all installed properly.
All my other exchange boxes that I have run up etc all have this setup fine.
Any ideas?
