I know that version 21 is already available to download from Veritas Support but within the software in Veritas Update it still does not appear.
1. Do I have to wait until Veritas Update within the software to know if it is already a stable version to install?
2. If a customer has version 20.4 or 20.5, can he upgrade directly to version 21 or does he need version 20.6?
3. What is the best practice to upgrade to 21 from a previous version?

Not sure where you are looking - BE 21 is available on the Download page:
https://www.veritas.com/support/en_US -> Click on Downloads.
When I select Backup Exec, it shows version 21 on the left.
When I then select 'Base and upgrade installers', I received a message saying 'You must sign in to download'.
The system the checks if you have valid maintenance before it makes the download available.
About upgrade path - you can upgrade directly to version 21 from BE15 and above.
I believe upgrade steps are documented in the BE21 Admin Guide.
