Robotic Library can't change tape with BE 9.1

I have Overland Powerloader library (17 slots) with HP LTO-1 Drive and Veritas Backup Exec 9.1 backup software.

I have created five mediasets, one for each weekday. One mediaset include three tapes. I have five backup jobs, one for each weekday.

My daily backup job is about 100 Megabytes. When I run (for example monday job) job first time, it works fine -> tape1 is used from media set 1. When I run same job second time, backup job runs about 50 Megs, tape 1 is going to be full and backup job is going to queued state. Job can't continue to tape 2 from media set 1 when tape 1 is full. I have to cancel job manually and when I run job next time, it works fine and uses tape2 from media set 1. But after that I run into same problem, backup job run about 50 megs to tape 2 but can't change to tape 3. Message box in screen tels:
"Please insert overwritable media into the robotic library using the import command."

"Overwritable media includes scratch, blank, and recyclable media. Please note that depending on the current Media Overwrite Protection setting, imported and allocated media may be overwritable as well. Consult the online help for more information on overwritable media."

What I have to do that my robotic system can change tapes automatically when a certain tape is full but in same media set is still empty tapes available?
