SP4a Failed Install

I am running SBS2003 SP1 with Veritas 9.1 Build 4691. BUEX runs fine. I can not apply SP4a sucessfully. The installer gets pretty far down in the install and then asks for the location of the Backup Exec for Windows.msi package. Browsing for such an MSI does not reveal it on the server: cancel and rollback are the only option. MSDE is running the Veritas Database: MSSQL$BKUPEXEC is listed in services and running.

I have tried silent install and here is the log file for it:

After this procedure runs none of the files for the SP4a patch have been applied.

I need immediate help on this issue as I have been informed that my Remote Agent is attempting to connect to remote computers on the internet on ports 10000 and 10950. I have blocked these ports outbound on my router but still need to apply the "Critical" security fix on this build.

Veritas/Symantec: If it is "critical" then I think you have an obligation to get this issue addressed. I support 15 servers with version 8.6, 9.0, 9.1, SBS9.1, 10.0, SBS10.0 and 10d and usually recommend BUEX as the backup system for the custom high-end servers I build. I must say that I am not happy with these issues (an unresolved one in 10d forum as well). I also recommedn SYmantec Oorporate AV as well.

Come on guys do it right...

there are two possibilities.
1) the SP4 setup needs a source file from the original installation media (where the MSI file is stored).
or
2) you've run into a known issue with upgrading Service Packs per http://forums.veritas.com/discussions/thread.jspa?threadID=55069.
