Trouble using all available tape drives

I am currently having problems with BE11D not releasing the tape drives when a job finishes so the next job in the que can start.  This seems to happen when slot 1 is in use and does not matter if the other three drives are empty or any combination of them are empty.  Is there a way to force be11d to use the next available drive even if drive 1 is in use.  I have disabled Microsoft's RSM service prior to this problem occuring.  I am running BE11d via SCSI to a HP MSL5052 robot with 4 tape drives, both drives and library have latest firmware.

If you shut down all BackupExec services and use NTBackup, do multiple jobs run concurrently there, or do they also queue up waiting for drive 1?
