I am upgrading from 10d to 11d with a remote SQL Server. Can I do the upgrade or will I need to move the Database local and then upgrade?

Thanks

As long as the remote SQL server is SQL 2000 with SP3a or newer you shouldn't have a problem.
Always make a backup of the Catalogs and Data folder on the current Backup server (stop BE services, stop SQL instance and copy C:\Program Files\Veritas\Backup Exec\NT\Catalogs and Data folders)

Will the Upgrade to 11d stop the SQL service on the Remote Server?

Thanks

YES it will - and if you have other databases into the same instance then they will be offline.

That's why we recommend to always put the BE DB into its own instance.
