Hello,
This is a brief description of the scenario.
Symantec Backup Exec 11 D
USB External Hard Drive Enclosures (instead of a tape)
Backup Job runs on MO and WE and FR evenings
We received the two error messages on FR  04-27 and MO  04-30.
The link to V-79-57344-33037 has fixes for older versions, but not for 11 D.
The link to V-79-57344-3862 does not have any further articles to read.

The backup job fails after running for two seconds, literally.

What happens when you create a new Backup-to-Disk Folder on the USB drive and attempt the backup again? Does it fail in the same way?

Check the settings on the Media Set that the B2D folder belongs to, and make sure it is appendable. If it is in Scratch Media, move it to a media set that is appendable/overwritable.
 
Change the job to append then overwrite if you are scheduling erasure of the drive. If I recall correctly, you cannot append to scratch media, only overwrite.
