Volume Shadow copy service keeps start/stop

I have installed a remote agent and CPS on one of the Windows Server 2003 R2 for backiung up it's data. But there is always error when backing up that server and says:

Job ended: Tuesday, October 10, 2006 at 3:17:38 PM
Completed status: Completed with exceptions

Backup- HUMMERAOFO: Initialization failure on: "\\HUMMER\D:". Advanced Open File Option used: Symantec Volume Snapshot Provider (VSP).
Snapshot provider error (0xE000851C): Cache files required for the VERITAS Volume Snapshot Provider (VSP) snapshot could not be created. Check that there is at least 50 MB of free disk space, and review the settings for the snapshot that are reported in the job log.
Check the Windows Event Viewer for details.


And I found that the event log of the server that have remote agent installed is having logs that the "Volume Shadow Copy service" and the "Microsoft Volume Shadow Copy Provider" keep start/stop very frequently ( start/stop every or less than an hour).

Was that related to the comflict of the AOFO and the volume shadow copy service of the Windows Server 2003 R2 ? Thanks!

You can refer to the below mentioned technote which talks about the same error :
