What is the cheapest way to do optimized duplication?

Hi- 

I have a backup exec media server with the deduplication option. I would like to perform optimized duplication to an off site location (see whitepaper) . 

The options are:

1) Additional media server

2) Netbackup Puredisk

3) OST appliance

Does anyone have any thoughts?
