If you just backup the system state and you do a restore, you might get an incomplete system. For example, you apply a hotfix from Microsoft and it updates some files and the registry. When you backup the system state only the registry is backed up, but not the updated files. Thus when you restore your old C: drive backup and your current system state backup, the two are not compatible. To recover a machine, you need to backup the entire C: drive, the shadow copy component and the system state.
