Mailbox Archiving policy question

We are running EV 2007, SP2.  Currently we use an age based Mailbox Archiving policy.  We are going to change to a quota based archiving policy.  My question is regarding the "percent storage limit free" setting.  I understand that if I set this to say, 25%, that EV will archive emails until the mailbox has 25% of it's quota space free.  From my reading I also know that the "archive remaining items, taking oldest items and stopping when all items older than  (some number) are archived" is a hard limit to never archive anything newer than this limit even if it can't reach the 25% free space threshold in the mailbox.
My question, it there some event log message or EV report which will list the mailboxes which EV wasn't able to get to the 25% free threshold?  Will the end user see any warning messages?

In V7.5, yes we log an event if we are unable to 'find' sufficient data to enable us to archive to get user under their quota limit,
