hmmm do not know of one myself and you can use the search tape backup option in windows but this is known to cause a recall of the placeholder and that will also present you with all files as well as offline files.
So placeholders are offline files and they contain reparse points so if you can find a utility that will just return offline files or can search files that contain reparse points without causing a recall of the file then that would be the closest you can get.
Unfortunately I personally have not come across a utility that can do this for you. Probably easy to write a little bit of a vbscript to do this.
