User provisioning problem... users can't be provisioned, but they are in the provisioning report.

I have an user in EV 8.03 that is not provisioned for Enterprise Vault at the desktop level, the addin doesn't activate, etc. 

I can't provision the user, because he is already provisioned, and shows up correctly in the report.
I try to disable the mailbox provisioning and it can't find the account.

Anyone ever experience this? I'm guessing I'm going to have to go hack out a SQL table or something...

It really just sounds like the user has been provisioned but not enabled

Can you zap the user? Try that first.
Failing that the SQL table to hack is:
ExchangeMailboxEntry, under the directory database. Remove any reference to the user in there. Run provisioning, then enable them.

Zap meaning delete from AD? No :) 

I'll put a call into symantec support for this one if it's going to have to be a sql thing.

ZAP means to remove all EV properties from a mailbox:
