Here is a technote of same issue.
I guess there are no RIS driver for your NIC in SRT.
http://support.veritas.com/docs/302696
Can you ask your HW vendor where the RIS driver is placed?

RIS driver is one for Windows Remote Installation Service, and different from that for Windows.

Zahid,

 How you are to install?  I've never tried, but by docs below, just copy RIS driver files under SRT folder.

http://support.veritas.com/docs/321293
http://support.veritas.com/docs/322756

 FYI: I've heard my colleague the some of NIC chips have no RIS driver although the vendor ships with drive collection CD.

Have you tried this advice from the BMR admin guide?
p.143:
Install NetBackup client software on the target system and perform a full BMR backup. The drivers are saved in that client’s configuration and available for use during a dissimilar system restore.

Marianne : i have found a document which is below. are you agree with it. its not working.its a manually add procedure of RIS driver in the Netbackup

Setting up Intel(R) Gigabit Network Connection Drivers for RIS Installation
===========================================================================
To set up network drivers for RIS installation, you must copy files from the Intel(R) Network Connections Software CD to the RIS image [IMAGE_ROOT]. Follow the directions for your operating system.

Microsoft Windows XP and  Microsoft* Windows Server* 2003 (32-bit)
==================================================================

1. Create an [IMAGE_ROOT]\$oem$\$1\Drivers\NIC directory if one does not already exist.

2. Copy all files from the PRO1000\Win32\NDIS5x directory to the [IMAGE_ROOT]\$oem$\$1\Drivers\NIC directory.

3. Make the following changes to the .SIF file that is used for this image installation (located in the [IMAGE_ROOT]\I386\Templates directory):

I don't know so mach about BMR and WinPE boot process, but it seems like the client cannot access WinPE ISO image files.
Can you retry from prepareing SRT? If in vain, it's better to call windows guru or symantec.

Marine,
RIS driver is needed for  configureing NIC on WinPE, and different from that on actual working client.

Zahid,

I searched about "error code 21" and found your post. Can you try like this post again?
