I believe so - see page 18:

SQL Server 2000 32 Windows Server 2003 x86-32 32 7.0
SQL Server 2000 64 Windows Server 2003 (IA64) IA64 64 7.0
SQL Server 2000 32 Windows Server 2003 (x64) x86-64 32 7.0
SQL Server 2000 SP4 [1] 32 Windows Server 2003 (x64) x86-64 64 7.0

[1] Microsoft SQL Server 2000 SP4 (32-bit) on Windows 2003 x86-64 requires: SQL Server 2000 Hot Fix <http://support.microsoft.com/?kbid=913100>

We support from 7.0 (meaning 7.0.1 is included) from 2003 (meaning 2003 SP1 is included).

You didn't state your architecture but if it's listed up there, you should be good.

From page 2, introduction:

Major versions of database software have been qualified in Symantec Labs and are listed in the tables below. NetBackup supports minor versions, service packs, and
patches unless otherwise noted. If a minor version, service pack, or patch is causing a problem, Symantec will work with the database vendor to resolve the problem.

Hope this helps!
