RMAN Channel allocation takes long time w/ server under load (solaris)

We have a production data warehouse load server where during peak warehouse loads during the month it can take hours to allocate tape channels to RMAN.  We are using Oracle 10.2.0.2.  I have opened a ticket w/ Oracle support already, but they said this is a netbackup issue, not rman.  Any clues on where to start looking at what the problem could be w/ netbackup?  We are using VERITAS NetBackup for Oracle - Release 5.1 (2006040521)

Is this not simply a case of the backup remaining "queued" waiting for a job slot, i.e. resource on a tape drive, before going "active"?
 
You could increase the "priority" of the policy that is being used, and force your backups to take the first available slot.
 
Also, if you are used mixed retentions across policies, then it is possible that your backups only run when a tape drive becomes free.
 
Are you using mixed retentions?  Multi-plexing?
