Found this article in Symantec's forums. My guess Symantec does not read these forums.Says to use Advance Open Option as a "workaround".No plans to fix it until next major release....It was working fine before this release ..... 

After upgrading to Version 12, I now get errors on "every" ntuser.dat file in my Terminal Server Backup. It says the file is open and cannot be backed up. I didn't have this issue with 11d, I read somewhere that system state or Shadow Copy backs this...
