I'm pulling my hair out with this error.

I've done everything on document 264350 and I still get the error.
Any ideas?
I am using Backup Exec 9.1 rev 4691
VSSADMIN LIST WRITERS shows all writers are stable.
There is a volsnap error on the event log relating to the shadow copy :
