Can you please check if the connection between the media server to and from the client is ok or not.Try to ping to and from the media server to/from client with higher number of packets and see any packet drop exists.
Try to stop the netbackup service from Master server. Run bp.kill_all from the Netbackup installation path and restart the service, let me know the status.
