OS is SP2 enterprise. So I reinstalled MP7 just to see if that would work...and wouldn't you know...I can modify the policy. Somehow I am not certain that it is working still, but I will take it for now. :) I will update!

I forgot to mention the server is Windows Server 2003. Never had any real issues until just recently. Was there a self destruct option installed in the last MP?
