9.1 voor windows cannot make IDR

When I Try to run the IDR preparation wizard on my ML370 proliant i i get this message !
insufficient rights on The specified resource type cannot be found in
the image file. Administrative rights are required. Before choosing the remote
system in the IDR Preparation Wizard ensure you are connected to that system
as a user with administrative right
--> Its a local system, nothing remote, I am administrator with all right,

Pleas help me. I try to change language to English but it did not help

Hello,

This error is caused when the logged on user creating the IDR diskettes does not have sufficient rights to access the registry of the remote computer. To resolve this issue either log on with an account that has sufficient rights or grant sufficient rights to the account that is being used. The account needs to be added to four user rights policies: Access this computer from the network, Act as part of the operating system, Log on Locally, and Log on as a service.
