I'm trying to restore a backup for my DC on a windows 2003 Server. I get the error of:

A failure occurred accessing the Writer table.

When trying to restore the Shadow Copy.

I would really don't want to rebuild AD, DC, DHCP, etc... so any help on why.

Also apply the service pack2 for backup exec and try the resotre:
