No, a V9.1 server cannot use a v10 RAWS.

I doubt that Vertas will still sell you any v9.x serials

You can probably find a few on EBAY or one of the other auction sites.

Yes they can, but depending on how you read the licensing policy, you can only do it that way during a phased upgrade, not permanently
