BE 10D on Windows server 2003, 100% successful, but zero bytes

Our client has a Windows 2003 server (not SBS) with Backup Exec 10D installed.
 
From day one, we can select the C drive and the shadow copy components to back up and we will get the shadow copy components on tape, but zero bytes of data from C.
 
Nevertheless, the Job Monitor reports a 100% successful backup.
 
There is no problem locating, viewing, copying, moving or deleting files on the server, from workstations or at the console, yet Backup Exec doesn't seem to see any files on the C drive, other than the shadow components.
 
Searches for others who've faced this are fruitless, so far.
 
Can anyone make a reasonable suggestion as to what's going on in this situation?

I am also having a similiar problem with our monthly tape backups.  The job shows 100% but only runs for about 3 seconds and doesn't backup any data.  Also, if I try to view the backup log, I get a message that says "The job log for this job may not be generated."    The thing that puzzles me most is that the issue just started with last month's backup.    We are running 10.d
