BE21 to BE22 upgrade failing

Tried upgrading BE21 to BE22 using the BE22 ISO.
Passed the pre-check no problem. But at the next step of installing BE22, the dialog box says "Loading the installer ... Please wait" Then the box disappears.

Anyone experience this problem?

Did the following and was able to get the setup dialog box to continue with product installation.

1. Go to the folder where you have downloaded the Backup Exec software 
2. Right-click on BE zipped file which is downloaded.
3. Properties
4. Click on unblock > Apply > OK. (Below is the screenshot)
