Is there a Accelerator function in Backup Exec 2014, like the one in Netbackup 7.5?

No, there isn't. BE relies only on archive bit or modified time to track changes.

there is no option like net backup has for give the Accelerator on backup jobs , but in BE2014 , deduplication change block tracking is reduce  amount of data on storage and it is also fast compare to be2012
