Backup Exec 2010 R3 on Windows Server 2008 R2 having multiple issues after power loss

We had been successfully running backups using Backup Exec 2010 on a newly built 2008 R2 Windows server and a Dell PV-132t Tape Library that we had inherited from a previous contractor. We had a brief power loss to the tape library and ever since then we have been experiencing multiple issues and unable to get the tape library to work with Backup Exec. Under devices the library right now flashes from In-Use to Ready, I have tried to initialize and inventory the slots and the jobs will begin and run for hours, once I finally decide to cancel the job I get an alert to "Close the robotic library door." I have checked on the library itself and the door is shut, there are no obstructions and no catridges loose or in use. The job will then hang on "Cancel Pending" until I restart the services. I have ran the Support Tool in BE and do not see any hardware errors, I have also ran the LiveUpdate and it states we are all up to date.  I have attempted to delete the library from devices, restarted all services, restarted the server, scanned for any hardward changes, verified the drivers are Symantec, gone through the configuration wizard and still no luck.

Below is the Devices from the adamm, we do show a missing device but this was present even when we were running BE 11d and after we upgraded to 2010 R3 and seemed to cause no issues we just set it offline.

Try this:

1) Shut down the backup server.

2) Once server is completely down, Power down the tape library.

3) Power up the library and let it come to the ready state.

4) Power on the backup server.

No luck there, shut down the backup server, powered off the tape library and when bringing it back up it never comes to a ready state, gets stuck at "picker failed clear picker" error message on the display. Nothing is blocking the picker and no tapes are dislodged. Moving towards hardware error at this point versus a communication error between the library and backup exec.

Extract from dell support site: " The picker could not GET or PUT a tape. Typically this means a tape is still partially in the picker." Remove the tape from the picker.

Contacting the vendor for helping in this would also be a good idea...
