I was wondering if you could use Backup Exec to restore a file using the previous versions tab in Windows. In Windows 7 when you right-click a file you can view previous versions. I know some backup programs that use this feature of Windows. Does Backup Exec use this as well?

What you are describing is the shadow copies feature of Microsoft OS'es. BE does not make use of this feature.
You can achieve something similiar with CPS, but CPS is EOL as of BE 2010.

I am afraid there is no such tab in backupexec showing previous version tab when you click on Restore tab it shows 3 different tab as 1 View by resource 2 View by media 3 View by selection details
But if you are looking for that feature which is previous version it is there in Backupexec DLO option
