One of these knowledge base articles should help you solve the problem:

...if you have more than 1 drive in a library, you need an LEO license per extra drive.

Thanks!

Here's an article which should help you understand what is the library expansion option and when is it necessary to use it - http://www.symantec.com/docs/TECH43073

No...the first drive in an autoloader/library is covered by your media server license. Every other drive requires an LEO license. If you have 4 drives in your tape library, then you'd need 3 LEO licenses for example.

For slow backups, check the following:

1. Fragmentation on the source server HDDs;

2. Make sure you're using the Symantec drivers for the tape drives. Use tapeinst.exe to install them, and make sure that the robotics shows up as "Unknown medium changer" in Device Manager.

3. Make sure that on the remote server, any AV installed isn't perhaps actively scanning the beremote.exe service, and on the media server, that any AV isn't scanning the BE services (all of them). If so, put in exclusions and check again.

4. Copy a couple GBs of data between the servers that are slow to backup and the media server and see how fast this data transfers. This rules out slow network speeds.

Thanks!
