Backup Exec Repair Database - Unable to Drop Database

Trying to recover database after a Backup Exec Repair. I have the BEDB.bak from a day ago when the server was working. Now have new CASO server with new blank database. I place the BEDB.bak in the data folder, run BEutil - recover database and recieve the following error:  Unable to Drop Database.

Haven't been able to find anything on this. Backup Exec 2010 R2

Central Administration server died, Did a Backup Exec repair which fixed Backup Exec but left me with a blank database. No backup jobs or tape library information. I Have the BEDB.dak file to recover from. When I run the "recover database" from BEutil.exe it says "Unable to drop database.
