1) Repair Backupexec installation:
Repairing VERITAS Backup Exec (tm) 9.x and 10.0 for Windows Servers
http://support.veritas.com/docs/253199

2) If repair does not help, Run the MDAC Mismatch utility and look for any mismatch files, If you find any Mismtach DLL , Reload the MDAC 2.8.

3) FInally after performing the two steps, If the services are backup to work, Upgrade the installation to BEWS 9.1:

Please upgrade to BE 4691.1 Build.
We have provided all the information regarding upgrade to BE 9.1:
Title: VERITAS Backup Exec (tm) 9.1 for Windows Servers revision 4691.1 (Single .ZIP download) http://seer.support.veritas.com/docs/264658.htm
Extract the downloads on the local machine on which Backup Exec is to be installed and check the results
Title: VERITAS Backup Exec (tm) 9.1 for Windows Servers General Information (Run the installation on top of BE 9.0)http://seer.support.veritas.com/docs/262414.htm
Note: 1. BEWS 9.1 is a free downloadable upgrade inclusive of previously installed agents and options from Backup Exec 9.0 for Windows Servers agents and options.
2. Update all agents/options on all remote systems because the remote agent software component, which gets installed on the remote system, is different for both the versions of Backup Exec v9.0 and v9.1.
Upgrading from 9.0 to 9.1 includes upgradation of the remote agents as well. You can upgrade the Remote Agents on top of the existing version. Or you can perform a fresh install i.e. uninstall and re-install the Remote Agent for Windows Server. Refer to the following technote for the same:
