Backup Exec for Windows fails to start Services

Recently installed Symantec Backup Exec 11d on a Windows Server 2003 domain controller. Every time you try to start the service they hang. If you try and start the Backup Exec Device and Media Service manually you get the following error message. "Could not start the Backup Exec Device & Media Service on Local Computer.     Error 0xe0008144: 0xe0008144.
 
I have tried uninstalling and reinstalling and get same issue.

You could try repairing or recreating the Backup Exec SQL database using the BEUtility.exe which is in the same driectory as the Backup Exec executable.

Tried running the utility and ran a repair on the database. Still get the same issue. Here is the error I get from the Event viewer from the application log.
 

Adamm Database Event: Open Database Connection Failed!

Error = ERROR_DATABASE_DOES_NOT_EXIST

Server = "CITYHALL-2"

Active Node = ""

Instance = "BkupExec"

Database = "BEDB"

Connection String = "DRIVER=SQL Server;SERVER=CITYHALL-2\BkupExec;DATABASE=BEDB;App=BEWS PVL"

The Backup Exec Device and Media Service service could not connect to the database specified. Make sure that the specified database is running, and then try starting the service again.

 

The database is where it is supposed to be and everything looks correct. Any suggestions.
