Backup Job hangs on status queued

I have a Windows 2003 SBS server with Backup Exec 11d SBS and an HP Ultrium3 tape drive.

The problem that arises is the following:
When I start a scheduled job then the status of this job is a few seconds initialising, then a few seconds running and after that it got queued. Then nothing at all happens. I see in the Task Manager that the processes beremote and sqlsrvr having high CPU load.
Any way to stop this is to restart the services of Backup Exec. To restart the services I manually have to stop the beremote process in the task manager.

I have tried the following to solve it:

     * Backup Exec Software complete remove and reinstall.
     * Tape device removed from backup Exec and re-detect
     * Tape formatted and added to the media-set again.
     * Service Pack 2 of Backup Exec installed.
     * Backup with NT backup and this goes well

No alerts of error are in the windows Event log of Backup Exec alerts.

The above unfortunately has no impact on the problem.
Someone who can help me with this?

When it is in the "Queued" status, are there any active alerts?
 
Are all BackupExec services running?

When the job is Queued I don't see any active alerts and the services are all running.
