I am unable to open BE 11d admin console (BkupExec.exe).
The process appears on task manager but closes after a few seconds.
All the services seem to be up and running.
Any "check 1st" things to perform?

Check the Event viewer to see what error is generated there when the BKupExec.exe process crashes.

Ok, I tried to run the console few times, but nothing appears to Event Viewer.
Even cleared the logs and tried again after that -> nothing appears.

Go to C:\program Files\Symantec\Backup Exec and there run the SGMON.EXE file.
A small window will open where you need to select the option of Administrator Console. And also select Capture to File option.
Now try to open the Backup Exec console and see if it logs any errors or debug logging in SGmon window.
Stop the debugging by clicking on the stop button (below Help).
You can upload the Sgmon log file here. The file will be located at C:\program Files\Symantec\Backup Exec\Logs and the name will be "servername-sgmon.log".

Good idea indeed, but same result.
No output to debug monitor / log file.
Strange ist't it?

Ideally the issue happens because of .net fram work ,
What version of .net are you running
Run a repair install of .net and see if that helps
Also you can try repair install for backup exec (requires reboot)
