Backup is not spanning partition

Backup Exec 10d
8 tape Certance drive
slot 6,7,8 configured as one partition.
 
I have a backup that is currently in a Queued mode. This looks to be wating for overwriteable media to continue its backup job on.  There are three tapes in the partition, 2 are reading Infinite - Allow Append.
Why is this backup not searching out the other two tapes to continue is backup?  I am not a total newbe but I have searched and can not find anything on this issue.

A tape can be appendable, but not overwriteable
 
If the job started on the first tape and filled it up, it will only continue on an Overwritable tape.  (that is it will not  continue on an append tape that is still within the OPP)
