Can't do a backup unless tape is moved to scratch

I have a client who is running 9.1 on Windows 2003 SBS (Dell PowerEdge with a DDS4 drive). The backups are scheduled to run every weeknight and have been doing so without incident for some time. Recently, however, the jobs have been ejecting the tapes and requesting an overwritable media. There is no overwrite protection on any media set. The workaround they’ve been using is to open Backup Exec and manually move the media to scratch. This is inconvenient, especially when they forget to do so! Odd side symptom: from day one (i.e., even back when scheduled backups were working OK) every time the server is restarted, the system event log has a event 7026: “The following boot-start or system-start drivers failed to load: 4mmdat – VRTS.” This doesn’t stop the backups from running, however. Any help would be appreciated!

Is any data at all being written to the tape?
What is the OverwriteProtectionPeriod of the media set?
How long has it been since the tape was written
Ic you do an inventory before the job starts, what color is the tape info displayed in - Blue or Black?
