DLO Administration Service Fails

I have installed the HOTFIX for DLO and still cannot get the service to start?

Anyone have advice???

Can you elaborate as to which hotfix have you installed for DLO ? Also which service is giving problems during startup? When do you get the error 'failed to recover database?'
