DLO Desktop Agent: Failed to load configuration settings

I am getting error 'V-139-32772-3617: Failed to load configuration settings' when the DLO agent attempts to connect to the media server.  I am installing the agent from the DLOAgent share and have verified the setup.ini file is correct, as well as the registry keys, after install.

We went through some basic steps when I was talking to Symantec support but were unable to resolve this.  We even completley uninstalled BackupExec and reinstalled the whole kaboodle with no luck.  This happens on any workstation as I have tried 3 or 4.  Symantec is going to escalate this issue, but I was wondering if anyone encountered this problem or knew of any fixes/workarounds?

Can you specify more information about the machine configurations e.g. about the BE version, the OS on which you are trying ... etc
