Yes the restore can work provided, you must complete media import for all TAPEs that you ship.

Also, if you think the TAPEs that you shipping are Encrypted make sure to have same Encryption keys available for restore.

Before you back up to the tape, make sure that the tape label does not clash with a tape label that is existing on the test server.
At the test server, you need put the tape into the tape drive/tape library, and then, inventory and catalog the tape before you can do the restore.
You should also restore without permissions because the existing permissions will not work in the test server.
