Error Backing Up Public Foders

I am running Backup Exec 10d on Windows Server 2003 SP1 and Exchange Server 2003 SP2.
I am receiving the error "Access to a device was not authorized with this edition of Backup Exec." when trying to do a bricks backup of my Exchange Public Folders. The Exchange agent is installed and the bricks backup of the rest of the Exchange databases works fine. I have installed all Backup Exec patches and tried re-running the install serial numbers wizard, but nothing seems to work.
