Exchange Logs Are Not Flushing

I have my weekly full backup configured to flush committed logs on my exchange 2003 sp2 servers. THey never do even when the backup job completes successfully.

What would cause this to not happen? I am running the latest service release of 11d - 7170

Right. So nobody knows the answer or has any suggestions?
