Exchange restore on DR box....not creating users?

I have a DR box that I have set up. It's different hardware/network/everything than my production box. Active Directory is the same. Backup Exec 11d 7170, all patched up. I do an inventory, catalog, restore of Exchange data, tell it to recreate users with the mailboxes and have a default password set.

Job completes sucessfully and when I go to look at the ADUC, there are no users there. Am I missing something?

I tried to create a user to try and attach the restored mailbox. Funny thing I noticed is that the new user's domain name shows up as ABC\username and the restored mailbox shows lasted logged in by ABC.COM\username.

Did I create the domain name wrong? The Exchange instance?
