FAILED INSTALATION OF be4691RHF52_275909 , INVERITAS 9.1 SP2

I have a Windows 2000 environment with Veritas Backup Exec Version 9.1 rev. 4691 SP2.
I try to apply the Critical Hotfix 9.1 4691 Hotfix 52 (be4691RHF52_275909 ) but the installation failed with the following message: “ backup exec is currentle executing. Please close backup exec and restart patch “
I stop the backup exec services from the console management but the result gives me the same error.
Also I try to execute a silent installation with the same error result.
I provide you the bkupinst.log with te following messages:
