Follow symlink problem with restores on Linux

When doing a restore into an alternate location...say /tmp , symlinks are followed thus changing the ctime on the real file (ls -lc) .  In addtion to this, at least 1 file had it's permissions and group ownership changed which rendered it unusable. In this case the perms should be 2755 (Set GID on execute) and ownership of root:somegroup,  the file was changed to 755 root:root
 
We have been able to reproduce this problem each time we restore.  We have change numerous backup and restore options as would appear appropriate but it has not helped.
 
IMHO, even the files whose perms and group ownerships are still proper, the real file's ctime should not be affected.
 
Any one else see this issue?
