Force BEWS12 to fill tapes

I have a policy with 10 jobs to run every weekend.  This weekend every job used a separate tape. 

How can BEWS12 be force to fill a tape before switching to the next tape.

Each job must point to the same media set, and the 2nd through 10th job must all be defined as "Append" not "Overwrite"
