I needed to restore my pub1.edb and pub1.stm database for problems I was having and when I browsed to this folder location under the restore option the folder was empty.  I defintely have this folder checked to be backed up but apparantly it didn't.  Also, all other folders under the exchsrvr folder are backed up fine!  Is there a reason for this?  Do I need the open file agent?  I have never received any errors regarding this in the log.  Any help is appreciated.

BTW, I have had the Exchange agent installed the whole time.

Did you backup the information store? It should appear in your selection lists if you have the Exchange Agent installed.
It's normal for those files not to be backed up through the normal filesystem restore.

The Exchange Flat files are an Active Global Exclusion, you can do a Dial Tone Restore...
 
mount the I/S with no db files present, this will force exchange to recreate the Pulic I/S' databases.
 
then select the Public I/S in your restore job, and restore.
 
it will write the all the data to the new blank db's
