The manufacturer of this piece of hardware did not take the time, or wanted to, to apply its sofware for testing to get the Windows logo. It is some special test manufacturers can apply for so they may use the 'logo designed for...' on their hardware/software. It takes time and money so... Whether or not the hardware will function properly ? Most of the time it will, sometimes not. Your mileage may vary. To me it seems that manufacturers won't sell their hardware if it did not work properly under the OS they sell it for.
